The objectives of EMSTAC are to:

• Identify and meet the needs that school districts face in improving educational outcomes for children with disabilities;
• Collaborate with existing local, state, regional, and national providers of technical assistance to establish a resource bank of individuals, organizations, and materials;
• Implement and evaluate the Center's three strategies for providing technical assistance in order to determine the most effective way of providing technical assistance to school districts nationally.
