Jackson Public School District LogoOn the basis of internal needs assessments conducted during the previous school year, EMSTAC's first year of partnership, Jackson identified reading supports as a primary area for technical assistance support. With the improvement of student outcomes in reading as a primary goal, Jackson began in spring 1999 (prior to EMSTAC involvement) to implement reading programs in selected resource rooms across the district. These reading programs were funded through a statewide general education grant to support students with dyslexia. The initial program implemented in Jackson was the Scottish Rite reading program. Though this program was the focus of last year's evaluation report, the district appears to have moved away from scaling up the Scottish Rite program. The current program under districtwide implementation is the Modern Red Schoolhouse, although the executive director indicates that this is a general education initiative. The program was not identified through the use of EMSTAC resources or by the direct initiative of the office of special education. Schools have selected Modern Red Schoolhouse contingent on the support of at least 80% of all school staff. The goal of the program is to improve reading scores for both special education and general education students.

Beyond implementing the Modern Red Schoolhouse program, the district's current focus is on restructuring its schools according to feeder patterns. "Executive principals" have been assigned to each set of school feeder patterns to provide technical support and coaching to each school principal within the feeder-pattern cluster. The executive director of exceptional education services suggested during the interview that resources from EMSTAC could be routed through the work of the executive principals. The district also has a National Science Foundation grant for providing professional development in mathematics and science and a 21st Century Schools grant from the federal Goals 2000 program. Neither of these funding sources is specific to special education.

As part of the district's identification of reading as a primary need, some district schools have implemented the Lindamood-Bell program in phonemic training. This program is funded through the district's state-level dyslexia grant and is not considered by the executive director to be a special education initiative.
