Research Highlights

Historically disproportionality has been addressed through the implementation of a school-based prereferral intervention. According to Schrag and Henderson (1996), prereferral interventions provide immediate assistance to classroom teachers as they modify their instruction or classroom management to better accommodate students who have specific behavioral or academic learning problems, or both. These changes in teacher practice are alternatives to referring the students for assessment for special education eligibility. These interventions are also effective in reducing the number of inappropriate referrals made by general education teachers in public schools.
