To develop a successful national technical assistance approach, EMSTAC will assess the impact of three technical assistance delivery strategies:

• Strategy I employs and trains school-based professionals or individuals familiar with the school system to work at the district level as Linking Agents. EMSTAC provides extensive support to both Linking Agents and school systems.
• Strategy II trains individuals who are employed by the school system to perform the role of a Linking Agent. Schools assume financial costs of the Linking Agent and technical assistance activities.
• Strategy III trains and provides support to Linking Agents through distance education technologies, including web-based training.
