East Baton Rouge Parish School System LogoEast Baton Rouge Parish is a Strategy II site and is completing its second year of technical assistance activities with EMSTAC. Based upon a needs assessment conducted by the superintendent of the Parish in 1996-97, coupled with a follow-up assessment in 1998, the Parish identified the area of disproportionate, over-representation of minority students receiving special education services as a primary problem in the district. Also identified at that time was the under-representation of minorities in the Parish's Gifted and Talented program. As a result, the district has been working for the past two years, with EMSTAC and Louisiana State University, to address disproportionality through the Pre-Assessment Model (PAM) initiative.

During the first year of participation with EMSTAC, (1999-2000), the Linking Agents worked to finalize prioritize a need with the district leadership, including the Director of Special Education and the Superintendent's Office. The LA placed a special emphasis on establishing a support network with the district administration, and with developing a relationship with the TA Liaison at EMSTAC. The Linking Agent and TA Liaison maintained frequent contact via e-mail and telephone, used the EMSTAC listserv and website, and identified several options for addressing the needs of the district. The TA Liaison worked closely with the LA to identify a researcher in the area of disproportionality and helped to facilitate a relationship between the two. Following a conference call between the Linking Agent, the researcher and the TA Liaison, the Linking Agent coordinated a formal presentation and workshop, conducted by the researcher, on disproportionatliy and minority achievement in the district.

In addition to the PAM initiative, the district is working to recruit more certified teachers and implement curricula mapping within the schools. Curriculum mapping is a district-wide initiative within the East Baton Rouge Parish and the principal commented that "the district has realized that we need to be teaching to individual students rather than the masses." The central office is also interested in reorganizing their services so that a greater focus is placed on prevention and intervention services and that more training and supervision is provided to all personnel within the district.
