Who needs to know about the change underway at Eagle Elementary and how should it be communicated to them?

Choice A
The fewer who know about the venture, right now, the better.
Until results are achieved, it is better to keep any efforts that could be misconstrued under wraps. Of course the school superintendent should know what is being planned and executed, and that person should be given frequent updates.

Choice B
Everyone, including teachers, students, parents, the Board, taxpayers and the public, has a need to know about changes underway. But it’s a big job. Responsibility for communication should be distributed so that no one person or group is burdened.
Communication responsibility should rest primarily with an appointed Eagle Elementary School Behavior Advisory Committee, chartered by Elaine, as school principal. It should be comprised of one or more members from each of the key stakeholder groups named to the committee by Elaine.

Since this is a potentially volatile issue, expert help is needed, as well as a healthy spot of research, before anybody talks with anybody about anything.

Many use the approach of keeping quiet about a new venture until desired change is achieved. This mostly backfires. Misperception abounds. Leaks occur. Problems usually escalate and become compounded and unnecessarily complex.
Just the right amount and type of two-way, open communication is the ticket here. Messages should target not only common understandings of the problem, but hone in on concerns of each set of stakeholders whose participation is essential to making desired change happen.

Whoa there!
Yes, cooperative efforts among the entire school community are imperative if Eagle is to improve student citizenship.
However, foisting primary responsibility on an advisory group for any element of a change initiative, including its highly significant communication plan, is basically not good strategy.
An advisory committee is just that. It typically is charged with communication responsibilities such as gathering and conveying community input, as well as helping inform target audiences. However, as an advisory committee, it should advise and not overstep its bounds.
