Background Eagle Elementary School is located in the small rural school district of Jefferson County, Nebraska. Jefferson County School District has a reputation for being efficiently run, while offering students a high-caliber education. In fact, Jefferson County was highlighted as an exemplary school district in the annual State of Nebraska Educational Improvement Conference. However, several teachers at Eagle Elementary have been experiencing behavioral trouble with the students in their classrooms. When Eagle's principal, Dr. Elaine Rogers was informed of the problem, she assumed it was the first-year teachers who were having trouble managing the students in their classrooms. The number of behavioral referrals to the principal increased by ten percent—with most coming from new teaching staff. Yet, when Mrs. Byron, a veteran Eagle Elementary teacher, came to Dr. Rogers with a behavior problem in her classroom, Dr. Rogers began to see that the problem was much more severe than she initially thought.
