You will find that ACQUIRE RESOURCES falls in stage 4.

As you go through the process of identifying resources, it's important to keep in mind the outcomes you hope to achieve. The resources required to implement programs or interventions often vary. They may be available in a district at one point, but disappear over time. The Linking Agent should anticipate the fluctuating types and quantities of resources needed to implement and maintain an intervention early in the process, and be open to new sources throughout the implementation process.
