Maurice
McInerney (Maury) is a Managing Associate at AIR, and the Task Leader
of EMSTAC. He is a researcher, trainer, and teacher with more than
20 years experience in developing, implementing, and evaluating
services and support for children with disabilities and their families.
He has managed over 30 research, training, and technical assistance
projects for Federal, state, and local decision-makers. He was formerly
a Mary E. Switzer National Research Fellow with the Department of
Education (DOE) and has published extensively.
As
a Task Leader for EMSTAC, Maury oversees local school district liaison
activities, including recruiting Linking Agents in local school
districts, collaborating with local school representatives, and
negotiating with school districts to implement the technical assistance
model.
Maury
also serves as Co-Project Director for the Technical Support for
the Department of Education's Initiative to Link Research and Practice
to Improve Results for Individuals with Disabilities Contract. His
responsibilities include managing operations of all tasks under
the contract, including assuring appropriate procedures for task
implementation and monitoring the quality of all research and information
products. Our current and previous task order contract with OSEP
has produced specific policy recommendations to guide the agency's
management decisions when making future investments in its discretionary
programs. Maury has produced a wealth of information for OSEP on
short notice on a multitude of issues, including technology, best
practices, and cost analyses. For these quick-turnaround analyses,
Maury has conducted literature searches and telephone interviews
with stakeholders, and produced briefing and talking points for
OSEP staff. Under these tasks, he is responsible for conducting
stakeholder meetings to refine strategic targets and priorities,
as well as analyzing the possible benefits and disadvantages of
alternative grant investment strategies.
Maury
manages the evaluation component of AIR's support contract for OSEP's
IDEA Technology Program, as well as OSEP's Center for Effective
Collaboration and Practice. His responsibilities include policy
work to help the agency identify standards and indicators for the
impact of Federal support to children with disabilities and their
families; creating and synthesizing information about research-based
practices; identifying and assisting bell-weather schools and effective
practices; and recommending national monitoring activities to track
the IDEA's progress in achieving its strategic targets. Additionally,
Maury has successfully managed several OSEP task orders relating
to children with Attention Deficit Disorder (ADD), including a field
study of effective ADD practices, and a technical evaluation and
support for OSEP's collaboration with the National Institute of
Mental Health on its longitudinal ADD project.
